your question begs toe further question of what is art.
I recently took a class in the philosophy of the arts.
In that class we came to the conclusion that whether an
object is art or not is largely controlled by the
institutions (galleries, museums, critics...). The
artist or the viewer can call anything they want art but
it isn't given that mantle until the institutions say
so. The only reason the institutions have this power is
that people listen to what they say. i.e. If it is in a
gallery it is art, if it is in the met it is great art.
we artists (especially the dusty ones who are more hard
headed than a rock) are an independent lot who generally
don't like to be told what's what. but art for better or
for worse is controlled by committees such as you and so
many others have had trouble with. it is a far from
perfect system but I don't see how to change it.
