You might try taking an epoxy putty (such as Philadelphia Resins "Pliacre" used
in boat building). FIrst, knead a hand-sized wad of resin and hardner. Place a
film of plastic wrap over the hole location to act as a parting layer then press
the ball of resin onto the hole location. Take a dowel of the same diameter as
the hole to be drilled and push it into the resin. Adjust the tilt of the dowel
until you have the orientation that you want relative to the sculpture. Make a
last check to be sure that the putty still conforms to the surrounding area and
then gently pull the dowel out. Then remove the resin and set it aside to cure
for a day. When it's hard, you will have a drill guide that locks into place on
the irregular surface.
