Jane, you don't absolutely have to have water cooled wheels to sharpen your chisels, but it would be very convenient if you did. When grinding chisels, you are of course creating friction, which also naturally creates heat. It is very possible to heat a chisel up to the point that you will lose the temper on your tools, which will make them dull more quickly and require more frequent sharpening, and just generally make your life less happy. Water cooled wheels reduce that possibility.

To use non-cooled wheels, keep a cup of water near the grinder, and frequently dip the tool into the water, to cool it down.

If you DO draw the temper on your tool, its not the end of the world. They can (usually) be retempered.

As to where to find a water cooled wheel...well, here I've found them in one scrap dealer's place, and pawn shops. Hey, I'm poor! ;-) You might also want to check a specialty woodworker's supply, like Woodcraft.
