I think the PVA freezing is only an issue while it is in a liquid form, that
is, in the retail container.
If the stone is to be wet repeatedly, try an acrylic natural-look sealer as
a bonding agent for the sand and dust.
An important feature should be 'breathable', that is, being able to let
moisture out of the stone. I am able to buy this stuff from my local
concrete supplies hardware. Ask them for a sample to try first- I asked my
supplier for a sample and they refused, so I approached the manufacturer who
were happy to oblige.
