Thanks for the ideas. It looks like it'll take some experimentation.
The leitcho profile bits look perfect for the job but are too expensive
for the single-application that I have in mind, but I must say they
would be much better than the 1" drum burrs I found. By the way, they
use those devils to do dentistry on horses!
