No, normally when I do that sort of thing I carve all the ornament and
lettering first and then pitch up to it. Otherwise you don't get a clean
pitch to the exact edge of the carving. You would have to go in with a
point chisel and clean it up, leaving scars, if you carved in after the
pitching.
Note how on the Jones memorial the shields are mostly raised above the
pitched surface, not sunken in. A couple examples I've done (Indiana
limestone) are at

I carved the bird and the horse, cut in a little deep around them, and
pitched directly into the cut.
