Dear Norman,
15 degrees from horizontal will be enough angle to provide a positive
bearing for the kerf. You could cut the top of the pins flat and level to
fit the internal angle of the kerf, as long as they held the stone level
before the silicone is added. The silicone will provide adhesion and
flexibility, while the weight of the slate is held by the pins.
Construction grade silicone is very tough and sticky. The plaque would be
stuck there for ever.
