Electric Rasp?
What you're looking for is commonly known as a die grinder.I'd suggest a
pneumatic one over an electric as the electrics are MUCH heavier and have a
limited life expectancy. Two good names are Dynabrade and Dotco. You can
always buy cheaper but sooner or later you'll end up with the top line model
so...
Stick to carbide and diamond bits for these and be aware that the RPM
range is around 30,000 on some of these so match the bit to the tool.

I was reading through the message list archives, and was beside myself
in joy when I discovered that rotary rasp bits exist. I'm now wondering
whether a larger "electric rasp" tool exists.
