Metal dowels are used because of their high tensile and shear strength.
Stone dowels are not used because of stone's low tensile strength.
Not to say that stone could not be used, just not ideal in this situation.
Slate dowels were traditionally used to prevent building stones twisting out
of line. The high compressive strength of the stone was used.
