Hi Jane and welcome.
I would think you would be able to use air hammers in your yard during the day with no trouble from your neighbors. It's a lot less annoying than lawn mowers, chain saws, leaf blowers or a chipper-shredder ! I have found that the 'oil free' compressors are really loud compared to the type that use oil so even tho I have a large compressor ( oil using type) it quietly purrs away in the corner of my studio.
