Good question Norman,
In this day of liability, it would be worth the price to hire a civil
engineer to make a foundation adequate for the site and the piece. For a
project the size you describe, the property owner would likely require an
approved drawing in the proposal.
I wonder if any of the other sculptures had foundation problems?
