If you never want the two pieces to come apart, use a couple of
stainless steel dowels and a color matched epoxy. Look at
Bicknel, or one of the other stone supply companies that cater
to the monument business. Pre drill your dowel holes, but do
the glue up at the cemetary. Level the base, and set the marker
stone down on it. As to needing a base or not, you could just
bury the lower 6-8 inches of the marker, but in my opinion, a
base stone gives it a more finished appearance. I usually make
the base slightly larger than the foot print of the headstone,
and usually pitch face the four sides of it. Sometimes I'll
pitch the edges of the headstone also.
One other thought. Many modern cemetaries do not allow elevated
markers. Flat on the ground only so as not to interfer with the
perpetual care mowers. Before beginning your endevor, you should
check out the pertinant regulations.
