Quarries in Belgium - Traigneaux Marble Quarry near Philippeville, Belgium
I just returned from doing a sculpture at the Carrie de Sprimont [quarry of Sprimont] near Liege in Belgium The stone is petit granit a hard limestone and there are many quarries active in the area. What it sounds like you are referring to is Belgium Black marble and the quarry is closed. However if you come up with the money a block manages somehow to be found for you. Petit granite or Belgium blue stone has been used for centuries in the low countries and there are many sculptors in the area using this stone.
