Robin,
Have you looked at lithochrome paint? It's used extensively in the monument
industry. Comes in all colors and in the hands of an artists with an
airbrush, beautiful work can happen. It's used on monuments in the great
outdoors.
But,,, even though it's the best I know of for holding up to the elements, I
would'nt guarantee it for more than 6 or 7 years of Buffalo NY winters.
You can use it freehand or work with stencils to letter your work.

or your local monument manufacturer.
