Subject: Near antique sharpening wheel

Most of us would like a fine old sharpening wheel like yours; I think
the discoloration around the perimeter is similar to what you get with
oil rather than water. Either way, better than dry. On a microscopic
scale, the edge of the tool can become as hot as 1500 degrees fahrenheit
almost instantly. When polishing a telescope mirror, the glass molecules
actually melt and flow on the microscopic level, while the total heat is
too small to be noticed. Lube the stone for best results. A small can or
container fixed above (or "behind') with a hole or valve, stopper, etc)
can provide lubrication.

The marble probably had a crack.
