Cairn
Concrete and rebar isn't a horrible idea. Several questions and thoughts
come to mind though. I am not a stone waller by the way, just an
interested thinker.
1. Why do you think the thing will move in flood conditions? If the
cairn is in a flood plain but not subject to fast currents (i.e. it's
sort of in a backwater), I wouldn't expect it to shift at all just
because it's inundated. Just make sure the foundation is sound because
saturated soils can become pretty loose.
2. If you decide to tie it all together with some concrete, don't use
regular rebar. Plain rebar rusts and might discolor the cairn, and it
also is known to expand and fracture concrete over time. If you use
rebar, make sure it's coated so that it is impervious to water.
3. Better than rebar might be some kind of fiberglass mat or plastic
mesh that is inert and waterproof and strong and flexible. It could be
laid down between stones with some mortar or epoxy to hold it in place.
